It is worth noting that this method is only suitable for older devices version 4.2 and earlier.

After installing and launching MoreLocale 2, you need to open “Custom locale”, where you click “ISO”. In the “Language” line, select the language “Russian”, and next to “Country” - “Russian Federation”. After this, confirm the settings by pressing “Set”, and the device will become Russified. It is worth considering that some menu items may not be displayed entirely correctly, but in general this is not significant. How to add Russian language to other versions of Android? The latter option is suitable for owners of devices with the Android 4.2 operating system and higher. But it is recommended for advanced users because adb operations are required for implementation. Activating Russian localization using a computer

1. The first step is to install the Morelocale 2 program on the device.
2. The next step is to obtain developer rights in the system. This is done like this: the user needs to go to Settings - About and click on the Build number item several times. After this, the notification “You are now a developer!” should appear.

This method was originally invented for HTC smartphones, but for other phones or tablets it also works great in many cases.
